TOEFL Score for 189 Visa: Current 0, 10, and 20-Point Thresholds
toefl score for 189 visa applicants is a four-component threshold, not a single overall score: for tests taken on or after 7 August 2025, Competent English requires at least 16 listening, 16 reading, 19 writing and 19 speaking; Proficient English requires 22, 22, 26 and 24; and Superior English requires 26, 27, 30 and 28. Those three levels correspond to 0, 10 and 20 English-language points respectively for the Skilled Independent visa subclass 189.
The minimum English level for the Skilled Independent visa (subclass 189) Points-tested stream is Competent English at the time of invitation. Competent English satisfies the English eligibility floor but gives no Schedule 6D English points. Proficient English gives 10 points; Superior English gives 20. Home Affairs also requires at least 65 total points to be eligible for invitation, but 65 does not guarantee that an invitation will be issued.
Competent English
Meets the subclass 189 English minimum.
Proficient English
English points added to the GSM score.
Superior English
Maximum English-language points available.
Current TOEFL iBT Thresholds for Subclass 189
The current framework comes from the Department of Home Affairs and the Migration (Specification of Language Tests, Test Scores and Passports) Instrument 2025, which commenced on 7 August 2025. The instrument specifies minimum scores for each English-test component. That means a strong total TOEFL score cannot compensate for one component that falls below the migration threshold you want to claim.
| English level / points | Listening | Reading | Writing | Speaking |
|---|---|---|---|---|
| Competent / 0 | 16 | 16 | 19 | 19 |
| Proficient / 10 | 22 | 22 | 26 | 24 |
| Superior / 20 | 26 | 27 | 30 | 28 |
The easiest way to read the table is horizontally. To claim a level, you need to meet or exceed all four numbers in that row. If your listening, reading and writing reach Superior but speaking reaches only Proficient, your English category is Proficient and the English contribution is 10 points.
Do not use an overall TOEFL total as the decision rule. Home Affairs publishes component minimums for Competent English, Proficient English and Superior English. Each component must independently reach the required floor.
This is the central answer to toefl score for 189 visa planning. The score that matters is the highest complete English category supported by every section of the test. A candidate should therefore track four numbers and one migration category, rather than treating the TOEFL result as a single headline score.
How TOEFL Changes Your 189 Points
Subclass 189 is a points-tested permanent visa. Under Schedule 6D of the Migration Regulations, Proficient English is worth 10 points and Superior English is worth 20. Competent English is necessary for the main applicant unless another accepted Competent-English evidence route applies, but there is no separate English-points item for Competent English.
The bars use 20 points as the full scale: 10 points is exactly 50% of the maximum English contribution, and 0 points is 0%. They show the points effect only; they do not represent probability of invitation.
Home Affairs states that an Expression of Interest needs at least 65 total points for subclass 189 eligibility, and the official points calculator should be used to model the full profile. English is therefore a strategic lever, but it is only one factor alongside age, skilled employment, qualifications, Australian study and other recognised categories.
For example, if you have 55 defensible points before English, Competent English leaves you at 55, Proficient English raises the total to 65, and Superior English raises it to 75. If you already have 65 points before English, the same progression produces 65, 75 and 85. These are arithmetic illustrations, not invitation forecasts. Home Affairs expressly warns that reaching the minimum threshold does not guarantee an invitation.
L 22 · R 22 · W 26 · S 23
Speaking is one point below Proficient. The result still meets Competent English, so it contributes 0 English points.
L 26 · R 27 · W 30 · S 27
Speaking is below the Superior minimum of 28. The highest complete level is Proficient, worth 10 points.
L 27 · R 28 · W 30 · S 29
Every component reaches the Superior threshold. The result contributes 20 English points.
The 7 August 2025 Change Matters
Any current explanation of toefl score for 189 visa requirements should ask when the test was taken. Home Affairs changed the approved English-test framework on 7 August 2025. Results from tests taken on or before 6 August 2025 can still be relevant under transitional rules, but the legacy TOEFL component thresholds are different.
| Legacy level / points | Listening | Reading | Writing | Speaking |
|---|---|---|---|---|
| Competent / 0 | 12 | 13 | 21 | 18 |
| Proficient / 10 | 24 | 24 | 27 | 23 |
| Superior / 20 | 28 | 29 | 30 | 26 |
Those legacy figures come from the transitional provisions in the 2025 legislative instrument. Home Affairs says eligible results from tests taken on or before 6 August 2025 may be used for visa purposes until 6 August 2028 inclusive, depending on the visa. For subclass 189, that outer transition date does not replace the separate three-year timing rule tied to invitation.
For a test booked now, use the current post-7-August-2025 table. The Department’s English language visa requirements guidance also says approved tests must be taken in a secure testing centre. TOEFL iBT Home Edition is not accepted for Australian visa purposes. When registering for a current TOEFL iBT, you must select “Taking TOEFL for Australia”; results not registered under that pathway may not be accepted for Australian visa purposes.
The Three-Year Invitation Rule
Score validity is not just a TOEFL-provider question. For invited skilled migration, the Migration Regulations define Competent, Proficient and Superior English with a timing rule linked to the invitation. For the relevant invited applicant, the qualifying test must have been conducted in the three years immediately before the invitation date.
This can matter when an EOI waits in SkillSelect. A result may have been valid when you first entered it but become too old before an invitation arrives. The safer approach is to monitor both the score category and the test date. Home Affairs’ SkillSelect EOI guidance allows an EOI to be updated before invitation, including when circumstances or points-relevant information change.
Identify the Test Date
Use the post-7-August-2025 thresholds for a current test. If the test is older, verify the transition rules and the historical approval period before relying on it.
Check All Four Components
Find the highest migration English category for which listening, reading, writing and speaking all meet the minimum. Do not use the total score alone.
Recalculate the Full Points Position
Add 0, 10 or 20 English points as appropriate, then verify every other points claim. The invited score must ultimately be supported with evidence.
Keep the EOI Current
If you obtain a new qualifying result before invitation, update SkillSelect accurately and retain the official score report and test details for the visa application.
That sequence turns toefl score for 189 visa research into an evidence workflow. The most dangerous error is not merely scoring too low; it is claiming a higher English category in the EOI than the evidence legally supports at invitation.
Can a Passport Replace the TOEFL Test?
For Competent English, sometimes yes. Home Affairs allows Competent English to be established by a person who is a citizen of, and holds a valid passport issued by, Canada, New Zealand, the Republic of Ireland, the United Kingdom or the United States. That route can satisfy the basic English threshold without a test.
It does not create Proficient or Superior English points. If you want the 10 or 20 points available for the higher English categories, you need qualifying evidence from an approved language test. So for a passport holder in one of those five countries, TOEFL may be unnecessary for eligibility but still useful as a points strategy.
Applicants comparing tests can also review Australia Pathways’ current guides to IELTS scores for subclass 189, OET scores for subclass 189 and Cambridge C1 Advanced scores for subclass 189. The right test is not the one with the most familiar headline score; it is the one you can prepare for effectively while meeting every component threshold required for your target migration category.
What TOEFL Target Should You Actually Aim For?
The minimum toefl score for 189 visa eligibility is the Competent row: 16 listening, 16 reading, 19 writing and 19 speaking for a current test. But “minimum” and “strategic target” are different questions. If your non-English points are already strong, Competent English may be enough. If 10 additional points materially strengthen the EOI, Proficient English becomes the relevant target. If another 10 points would meaningfully improve the profile, Superior English becomes the target.
The Superior row is demanding because writing must reach 30, the top of the TOEFL section scale. That makes it especially important to plan from your weakest component rather than from your average performance. A candidate consistently scoring near 26 writing may have a realistic Proficient profile but a much larger gap to Superior than their other sections suggest.
Before deciding to retest, model the whole case. A retest is most useful when it crosses an official English category, replaces a result that is approaching the three-year invitation limit, or corrects a test that cannot be used for Australian migration purposes. A higher total that does not move the lowest relevant component across a migration threshold may add no subclass 189 English points at all.
Partner English Is a Separate Points Question
Your own toefl score for 189 visa eligibility must satisfy the primary applicant’s English requirement. A partner’s English does not replace that obligation. However, partner English can affect the wider points calculation under Schedule 6D, so couples should not evaluate the primary applicant’s TOEFL result in isolation.
A spouse or de facto partner who is included in the same visa subclass, is not an Australian citizen or permanent resident, and has Competent English at the relevant time can support a 5-point partner qualification. A partner can support a 10-point partner qualification where the additional statutory conditions are met, including age, nominated skilled occupation and suitable skills assessment requirements. Separately, an applicant with no spouse or de facto partner, or whose partner is an Australian citizen or permanent resident, can fall within another 10-point partner category.
Partner points are evidence-sensitive. The relevant relationship status and qualifying facts need to exist at the required time, and the invitation score must be supportable when Home Affairs assesses the visa application. This is another reason to use the official points calculator for the household profile rather than adding English points informally on a spreadsheet.
Common TOEFL Mistakes in a Subclass 189 EOI
- Using an overall score. The current migration levels are defined by four component minimums.
- Assuming Competent English gives points. It meets the English floor but contributes 0 English points under Schedule 6D.
- Using a pre-2025 score chart for a new test. Current TOEFL thresholds changed from 7 August 2025.
- Booking TOEFL iBT Home Edition. Home Affairs does not accept at-home TOEFL for Australian visa purposes.
- Missing the Australia registration pathway. Current Home Affairs guidance requires applicants booking TOEFL iBT to select “Taking TOEFL for Australia”.
- Ignoring the invitation date. A result can age out while an EOI is waiting.
- Assuming 65 points means likely invitation. It is an eligibility threshold, not a guarantee of selection.
- Claiming points before evidence is secure. The English category entered in SkillSelect should match the result you can prove.
These risks are part of the wider evidence problem in skilled migration. Australia Pathways’ guide to Subclass 189 common mistakes covers points claims, skills assessments, employment evidence and EOI accuracy in more detail. Applicants planning the financial side can separately review the current 189 visa cost guide for 2026.
Bottom Line
For a TOEFL iBT taken on or after 7 August 2025, the current toefl score for 189 visa thresholds are 16 listening, 16 reading, 19 writing and 19 speaking for Competent English; 22, 22, 26 and 24 for Proficient English; and 26, 27, 30 and 28 for Superior English. Those levels correspond to 0, 10 and 20 English points.
The practical rule is simple: identify the applicable test-date framework, check every component, calculate the highest complete English category, then insert only that defensible points claim into the full subclass 189 score. Finally, make sure the test remains valid at invitation and that your EOI is current. That is a more reliable strategy than chasing a single TOEFL total or relying on an old score-conversion chart.
